This initiative is informed by extensive feedback from the Oversight Board, public opinion surveys, and consultations with experts across various fields. Evolution of Meta’s Policy on Manipulated Media

Until recently, Meta’s approach to manipulated media was primarily focused on videos altered by AI to depict individuals saying or doing things they did not actually say or do. However, this policy, established in 2020, has become increasingly inadequate due to the rapid advancement and diversification of AI technologies that now include photorealistic images and audio. Recognizing these limitations, Meta has embarked on a comprehensive review process, driven by the insights from the Oversight Board and a series of policy reviews that involved public opinion surveys and academic consultations.


Broadening the Scope of Content Labeling

Meta’s revised policy will extend beyond the initial narrow focus on videos to encompass a wider range of digital content including images, audio, and multi-media combinations. Starting from May 2024, content detected to have been generated or significantly altered by AI technologies will be tagged with a “Made with AI” label. This label will also apply when creators disclose the use of AI in their content production.

The Role of Transparency and Context in Media Consumption

The Oversight Board has strongly advocated for an approach that prioritizes transparency and context rather than outright removal of AI-manipulated content. Following this recommendation, Meta plans to provide users with clear labels and additional context for AI-generated content. This strategy is intended to mitigate the risks of deception without unnecessarily infringing on freedom of expression. For content that poses a high risk of misleading the public on critical issues, Meta will consider adding more prominent labels to further inform viewer discretion.


Implementation and Feedback Mechanism

Meta’s strategy for implementing these changes includes continuous engagement with industry partners to establish common standards for detecting AI-generated content. The feedback from nearly 100 independent fact-checkers will also play a crucial role in this ecosystem, ensuring that the content that is misleading or false is appropriately down-ranked in user feeds.

Public and Expert Engagement

Throughout 2023, Meta engaged in a series of consultations with over 120 stakeholders across 34 countries, which underscored a strong consensus on the need for transparent labeling of AI-generated content. Additionally, a survey with 23,000 respondents from 13 countries indicated that a significant majority support the use of warning labels on AI-generated content, particularly when it involves the depiction of people in potentially misleading ways.
